IDGA: Could you tell us a little about your background and current responsibilities?
WG: I have been a GAO analyst for over 37 years and I have worked almost exclusively on defense procurement and acquisition issues. For about the last decade, I have been responsible for much of GAO’s work on major Army acquisitions. That has included work on the Future Combat System, Army Aviation, Tactical Wheeled Vehicles, various missiles and munitions, and the Ground Combat Vehicle. Currently, I am managing work on the Army’s Tactical Information Network and an Unmanned Ground Vehicle program.
IDGA: You’ll be discussing ongoing challenges in improving the DoD’s tactical wheeled vehicle fleet at IDGA’s Tactical Vehicle Summit. What would you say are the key factors influencing DoD’s TWV strategies?
WG: The challenge facing DOD and the services is to maintain a balanced and affordable set of capabilities across their TWV portfolios. At the vehicle level, they will need to continue their focus on maintaining a balance of protection, performance, payload, and affordability. Also, given the size of the HMWWV fleet, it will need to be maintained and improved to some extent for the longer term. It does not seem likely at all that the entire HMWWV fleet can or should be replaced anytime soon.
